上海市食品安全监管改革发展40年回顾与展望

Prospect and review on reform and development of food safety supervision of 40 years in Shanghai

  • 摘要: 为回顾分析改革开放40年来上海市食品安全监管的发展和变化,也为各地各部门提供上海市食品安全监管的经验和数据参考,该文阐述了上海市食品安全监管体制经历的五个阶段,总结了食品安全监管重点从预防食物中毒向防控食品安全事件转变等五个方面的机制发展变化,分析了不同时期对突出的食品安全问题采取的主要政策策略及取得的成效;针对上海市当前食品安全监管面临的主要问题和挑战,提出了食品安全监管需要更加注重风险管理、全程控制、社会共治、制度加科技、法律和信用双重制约等新理念和展望。

     

    Abstract: In order to review and analyze the development and changes of food safety regulatory in Shanghai in the past 40 years of reform and opening-up, and to provide experience and data as reference for various departments, this paper expounds the five stages of Shanghai food safety regulatory system, and summarizes the development and changes of the mechanism of food safety regulatory, ranging from the prevention of food poison to the prevention and control of food safety incidents and so on.The main policy strategies and achievements of food safety problems in different periods are analyzed.In view of the main problems and challenges facing Shanghai food safety regulatory at present, new ideas and prospects are put forward that food safety regulatory need to focus more on risk management, whole process control, social co-governance, system plus science and technology, law and credit double restrictions.
