Establishment of event-based surveillance system for public health security in Shanghai

  • According to the revised International Health Regulation (2005), it is needed to enhance indicator-based surveillance and event-based surveillance (EBS) and WHO has issued related technical guideline on EBS in 2008 and 2014.This paper systematically summarizes EBS theory and development home and abroad, and evaluates the current Shanghai EBS system.Moreover, it brings forward the future framework of Shanghai EBS system, namely, integration of media surveillance, health sector and related institution surveillance as well as community surveillance by means of signal detection, verification and evaluation process to meet the public health security needs in Shanghai.It is suggested to enhance information integration, push forward internet plus EBS, improve public health bud events surveillance and implement thoroughly risk management.
