Application of competency model in performance management of health supervision and law enforcement personnel in Pudong New Area

  • Objective To evaluate the post competency of health supervision and law enforcement personnel in Pudong New Area, to explore the relationship between post competency and performance level, and to provide reference for improving the comprehensive quality and performance management level of health the personnel in Pudong New Area.
    Methods Seven health supervision and law enforcement personnel were interviewed by using the key behavior event interview method. Combined with the expert consultation results, the competency model of the personnel in Pudong New Area and the corresponding post competency evaluation index system were established. Multiple linear regression analysis was used to study the relationship between competency and performance.
    Results The health supervision and law enforcement personnel in Pudong New Area had certain advantages in the professional skills of supervision and law enforcement. The supervision and administration according to law could be effectively implemented, but the scientific research ability was slightly insufficient. The difference analysis shows that older age was correlated with more knowledge reserve. Supervisors who worked for more than 15 years had the highest level of knowledge reserve. Male supervisors’ on-site supervision and law enforcement ability was slightly higher than that of female supervisors. Supervisors with intermediate professional titles had the highest competency in knowledge reserve, scientific research and innovation ability and personal characteristics. The average competency of department head in scientific research and innovation was higher than that of general staff. The scientific research and innovation ability of professional department was higher than that of law enforcement squadron. Through the Regression analysis showed that the on-site supervision and law enforcement ability had a significant positive impact on performance (impact coefficient 0.385, P<0.05).
    Conclusion The evaluation index system of post competency, based on competency model, is scientific and reasonable. To improve the performance level of health supervision and law enforcement personnel, we should focus on the on-site supervision and law enforcement ability of supervisors.
