Develop health culture and improve health literacy: Practice and reflection on healthy cells creation in Shanghai

"Healthy Shanghai 2030" planning was issued in September 2017 in Shanghai, proposing that by 2030, the public health literacy rate should have increased from 22.07% in 2016 to 40%.Through practice in healthy cells creation in Shanghai, this paper analyzes the way to improve health literacy by developing health culture and provide support to the construct of Healthy Shanghai.
