Abstract:
Objective: From an information perspective, this paper systematically explores the current practical status, core predicaments, and optimization paths of effective contract fulfillment by family doctors in Shanghai, providing empirical support and policy references for the high-quality development of contracted services.
Method: A mixed research approach was adopted. Through the review of policy documents, in-depth interviews with key insiders, and a questionnaire survey of 45 community health service centers in 16 districts across the city, the connotation of effective compliance, the current status of information support, and the priority of demand were comprehensively analyzed.
Result: The family doctor contract service in Shanghai has formed a dual core framework of "accurately signing contracts" and "solidifying services", but there are problems such as insufficient interconnection and interoperability of the system, lagging integration of health information, and single service reach tools. The comprehensive utilization rate of the information integration terminal in the 45 surveyed communities was only 50.74%. The three core demands were the horizontal connection of the contract status between Hospital Information System(HIS)and the public health system, the integration of "medical - prevention - management" information, and the automatic generation of health assessment. Build a closed-loop fulfillment path of "tag generation - task management - service reach - data return".
Conclusion: Transform the concept of contracted services and promote the integration of medical treatment and prevention through information construction from a holistic perspective. Strengthen the top-level design at the municipal level and the construction of district-level platforms, and improve data governance and application. Vigorously cultivate compound talents in business and information, and strengthen the integration of business and information work.
