Abstract: Health supervision system is an important part of the public health system.The traditional theory of health supervision system proceeds from the perspective of ontology, emphasizing health supervision and financial guarantee placement office space vehicles and tools such as basic elements and the internal construction, and neglecting the methodology of family planning of health supervision system, lacking necessary legal thinking orientation.As there are important elements for the behavior of light phenomenon, we must clearly explain the behavioral effectiveness and legal value of the health supervision system on the basis of examining the traditional research theory, rebuild the "four-in-one" framework, a new type of health supervision system, including supervision and prevention, supervision and warning, supervision of law enforcement and supervision and correction, so as to provide accurate theoretical basis and policy support for reforming and perfecting the comprehensive supervision system of medical and health industry.
