基于德尔菲法的游泳场所卫生诚信度评价指标体系构建

Establishment of evaluation index system of health integrity in swimming places based on Delphi method

    目的应用德尔菲法构建适合游泳场所的卫生诚信度评价指标体系,为游泳场所开展诚信监管提供依据。
    方法通过文献查阅和专家访谈,初步构建游泳场所卫生诚信度评价指标体系框架,形成专家咨询问卷;进行两轮专家咨询,形成游泳场所卫生诚信度评价指标体系。
    结果两轮专家咨询积极系数分别为88.9%、100.0%,权威系数分别为0.87、0.88,协调系数分别为0.350(χ2=235.186,P<0.05)、0.483(χ2=270.746,P<0.05)。游泳场所卫生诚信度评价指标体系共包括3项一级指标、6项二级指标和27项三级指标。一级指标中,“卫生诚信记录”权重最大(0.358),平均分为6.75,满分频率为87.5%;二级指标中,“政府监管信息记录”权重最大(0.191),平均分为6.88,满分频率为93.8%;三级指标中,“卫生行政处罚”权重最大(0.045),平均分为7.00,满分频率为100.0%。
    结论通过德尔菲法构建游泳场所卫生诚信度评价指标体系,专家积极性、权威程度和协调程度较高,评价指标筛选科学合理。

     

    Abstract:
    ObjectiveTo construct an evaluation index system of hygienic integrity for swimming places by Delphi method, and to provide basis for the supervision of sanitary integrity in swimming places.
    MethodsAn initial evaluation framework of evaluating indicator was constructed by literature review and expert interview.Two rounds of expert consultation were conducted.
    ResultsThe positive coefficients of the two rounds of expert consultation were 88.9% and 100.0%;the authoritative coefficients were 0.87 and 0.88, and the coordination coefficients 0.350(χ2=235.186, P < 0.05)and 0.483(χ2=270.746, P < 0.05), respectively.The evaluation index system of sanitary integrity in swimming places included 3 first-level indicators, 6 second-level indicators and 27 third-level indicators.Among the first-level indicators, "health integrity record" had the largest weight (0.358), with an average score of 6.75 and a full score frequency of 87.5%.Among the secondary indicators, the weight of "government regulatory information record" was the largest (0.191), with an average score of 6.88 and a full score frequency of 93.8%.Among the three indicators, "health administrative punishment" had the largest weight (0.045), with an average score of 7.00 and a full score frequency of 100.0%.
    ConclusionAn evaluation index system of sanitary integrity in swimming places is constructed based on Delphi method, showing high levels of expert participation, authority, and concordance.
