国外3种职业健康风险评估方法在某燃煤火力发电企业中的适用性研究

Study on application of three occupational health risk assessment models in a coal-fired thermal power plants

    目的采用罗马尼亚风险评估模型、国际采矿与金属委员会(ICMM)风险评估模型及新加坡风险评估模型对我国某燃煤火力发电企业进行职业健康风险评估,探索这3种评估模型在该类企业中的适用性,为制定我国燃煤火力发电行业职业病危害风险评估方法提供理论依据。
    方法以江苏省内某燃煤火力发电企业为研究对象,对该企业进行职业卫生现场调查,并采用上述3种模型对燃料运行部的卸船机、码头巡检、斗轮机、推煤机和场地巡检等关键岗位进行风险评估。
    结果该企业现场检测结果显示噪声和粉尘岗位多处超过职业接触限值。ICMM风险评估结果显示上煤皮带、卸船机和皮带巡检岗位接触的煤尘和上煤皮带、集控巡检岗位接触噪声为高风险;罗马尼亚风险评估结果显示各岗位均为中等及以下风险;新加坡实际接触水平法风险评估结果显示上煤皮带岗位接触的煤尘和出灰、除灰巡检岗位接触的矽尘为高风险及以上。ICMM和罗马尼亚风险评估方法高风险岗位与工作场所职业病危害分级轻度危害岗位结果相一致。
    结论ICMM风险评级表法和罗马尼亚风险评估法均能较全面评估燃煤火力发电行业的物理、化学等职业病危害因素,两者相比,ICMM风险评级表法结果更为客观,而新加坡实际接触水平法因只能评估化学危害因素,在火力发电行业的应用具有局限性。

     

    Abstract:
    ObjectiveThe Romania risk assessment model, International mining and metals committee (ICMM) risk assessment model, and Singapore risk assessment model were used to assess the risk in a coal-fired thermal power generation enterprises in China.The applicability of these three assessment models in this kind of enterprises was explored to provide evidence for the development of risk assessment methods of occupational hazards in the coal-fired thermal power generation industry in China.
    MethodsAn occupational health survey was conducted in a Jiangsu coal-fired thermal power enterprises, and the three models were used to evaluate the risk of key production workshops, such as fuel operation department, ship unloader, wharf inspection, bucket wheel machine, and coal pushing machine position.
    ResultsThe field detection in the enterprise showed that the noise and dust posts exceeded the occupational exposure limit.The ICMM risk assessment showed that the coal dust and the coal belt in contact with the coal loading belt, the ship unloader, and the belt inspection position and the noise in contact with the centralized control inspection post were determined to be at high risk.The Romanian risk assessment showed that all positions were at medium or below risk.The Singapore′s actual exposure level method risk assessment showed that the coal dust and ash coming out of the coal belt positions and the silicon dust exposed to the ash removal inspection positions were at high risk and above.The ICMM and Romanian risk assessment methods for high-risk positions were consistent with the occupational hazard classification for workplaces with mild hazards.
    ConclusionBoth the ICMM and the Romania risk assessment methods can comprehensively assess the physical, chemical and other occupational hazards in the thermal power generation industry.The ICMM method is more objective, while the Singapore′s actual exposure level method can only assess chemical hazards, which has limitation in the application in thermal power generation industry.
