  • 摘要: 目的 分析餐饮业“监督公示”制度的运行效果, 为进一步制定餐饮业科学管理对策, 探索食品安全监管思路提供依据。方法 ①在食品安全示范街全面推行餐饮企业监督公示制度;②对消费者开展“您身边的‘笑脸’知多少?”有奖活动;③进行问卷调查、走访和座谈, 收集资料;④对制度实施前后企业的营运状况、行政效能等进行比较。结果 ①消费者对“监督公示”持肯定态度;②餐饮企业已感受到“监督公示”带来的压力;③调查数据表明“监督公示”是有效的。结论 ①“监督公示”是实现消费者知情权的有效途径之一, 可推动企业加强自律, 落实各项食品安全措施;②要加快相关法律法规建设, 确立“监督公示”法律地位, 提高行政监督效能;③要在实践中不断探索完善“监督公示”制度;④加强与媒体的合作, 提高“监督公示”的知晓率和影响度。

     

    Abstract: Objective To provide a basis for scientific management in catering trade and explore new ways for food safety supervision by analyzing the effects of "Supervision of Publicity". Methods 1.Implementation of Supervision of Publicity in catering trade in model food safety streets.2.Among the consumers, carrying out awards activities:"How many smiling faces could you find at your side?" 3.Collecting data from questionnaire, interview and informal discussion.4.Comparing the management status of the catering enterprises and the efficiency of administrative enforcement before and after implementation of Supervision of Publicity. Results 1.Consumers had a positive attitude towards the "Supervision of Publicity".2.Food and beverage enterprises stated they had already felt the pressure from "Supervision of Publicity".3.Data from the investigation demonstrated the effects of the "Supervision of Publicity". Conclusion 1."Supervision of Publicity" was an effective way to let customers know the sanitary condition in catering units and to promote the catering trader to take various measures for better self-discipline and for food safety.2.Construction of relevant laws and regulations should be expedited, the authority of the "Supervision of Publicity" should be affirmed and the efficiency of administrative supervision should be improved.3."Supervision of Publicity" system should be continually explored and perfected in practice.4.Cooperation with the media or other relevant departments should be enhanced to bump up the awareness and impact degree in society.
