上海市区县疾病预防控制中心2002—2005年人力资源情况分析

Analysis on human resources through construction of 19 district and county centers of disease control and prevention in Shanghai in year 2002-2005

  • 摘要: 目的评价2002—2005年上海市区县疾病预防控制中心人力资源的变化情况。方法对上海市19家区县疾病预防控制中心进行普查,从人员数量、编制、学历职称、专业、岗位等方面进行描述。结果上海区县疾病预防控制中心人员2005年较2002年递增了2.5%,在岗人员中专科以上学历者占62.8%。平均每家机构中正高级人员占0.8%,副高级人员占5.4%,中级人员占25.8%,助理(初级/师)级人员占41.6%。2005年在岗人员平均年龄为40.4岁,平均工作年限为21.5年。结论上海区县疾病预防控制中心在岗人员的学历、专业构成较全国优化,专业素质较高,年龄正处于具有一定工作经历的黄金时期。应重点解决好配置标准和人员准入标准,制定吸引、留住、稳定人才的措施和办法,优化机构运行机制和人才激励机制,加强疾病预防控制的能力建设。

     

    Abstract: Objective To evaluate changes of human resources in centers for disease control and prevention of 19 districts and counties in Shanghai in year 2002-2005. Methods Using general survey of the 19 districts and counties about the number, academic titles of the professional people, their job description and age. ResultsStaff of 19 district and county centers for disease control and prevention in Shanghai in year 2005 increased by 2.5% as compared with that of year 2002.Specialized personnel of middle level and above accounted for 62.8% or more.Advanced people occupied 0.8%, the deputy high accounted for 5.4%, intermediate 25.8%, assistant 41.6%.In year 2005 the average age of staff was 40.4 years, with average 21.5 years of work experience. Conclusion Educational level of people in district centers in Shanghai is a major advantage as compared with that of the country as a whole.Age showed their working experience as in a golden era.Focused on better allocation of the proposed standards and access standards for staff development to attract, retain and stabilize the measures and methods to personnel and optimize the operating mechanism to strengthen the capacity-building of disease control and prevention.
