新版《公共场所卫生管理条例实施细则》对上海市虹口区公共场所卫生监督管理影响的研究

AThe study on the influence of implementation of the Regulations on Hygienic Management in Public Places on hygienic inspection management in public places in Hongkou District of Shanghai

  • 摘要: 目的 探讨《公共场所卫生管理条例实施细则》(以下简称新《细则》)实施后对公共场所卫生监督管理的影响和效果。方法 对2009-2013年上海市虹口区公共场所的卫生管理状况和公共场所行政处罚资料进行分析;对辖区内10%的公共场所经营者和250名从业人员分别进行入户访谈和问卷调查。结果 在卫生监督管理中加大了对违规者行政处罚的力度;公共场所经营者大都能自觉履行新《细则》中增加的具体卫生管理要求,法律责任意识逐步增强。结论 公共场所经营者和从业人员对新《细则》的了解不够全面、深入,建议通过各种渠道加强新《细则》的学习和贯彻落实,强化法律意识和监督意识,规范自身管理;提高卫生监督员的专业素质,增强依法行政能力,提高监督执法水平,建立公共场所卫生长效管理机制。

     

    Abstract: Objective To investigate the influences and effects on hygienic inspection management in public places after the implementation of the Regulations on Hygienic Management in Public Places(hereinafter referred to as Regulations). Methods Data of hygienic management and administrative penalty in public places of Hongkou District from 2009 to 2013 were analyzed and investigated. Furthermore, questionnaires and individual interviews were surveyed among 10% of proprietors and 250 employees in public places of Hongkou District. Results After the implementation of Regulations, administrative punishments for violators were more strictly. Meanwhile proprietors in public places fulfilled the added specific hygienic management requirements of the Regulations conscientiously. Moreover, the legal awareness was enhanced gradually. Conclusion The proprietors and employee in public places lack a basic knowledge of the Regulations. Therefore, it is recommended that more intensive efforts should be made to study, publicize and implement the Regulations through various channels. Legal awareness and supervise consciousness of the proprietors and employee should be intensified, respectively. Meanwhile, their own management should be normalized. Furthermore, the professional quality, the abilities of administration by law and the level of supervision and law enforcement of health supervisors should be improved, respectively. Thus the enduring hygienic management system of the public places will be established.
